Assessment process
The needs of the impact assessment have been taken in account already when defining the starting points and goals of the HLJ plan. The assessment is conducted in connection with studies related to HLJ along with the drawing up of the draft HLJ 2011.
The assessment ends with an evaluation of the draft HLJ 2011. It will, however, be possible to add comments to the assessment report also after the draft plan has been completed. The most important studies to evaluate different alternatives are conducted as part of the land use and rail network study.
The impact assessment of HLJ 2011 can be divided into four stages:
1. Collection and completion of impact information of the studies related to HLJ 2011
2. Collection of impact information related to different types of measures, grouping of measures and effectiveness analysis
3. Participation in the drawing up, comparison and assessment of studies evaluating alternatives
4. Evaluation of the tentative and final draft plan
