Vision and strategy

The vision describes the desired future transport system.

The HLJ Committee approved the vision and strategy framework for the transport system in June 2009. The key vision is that high-quality, eco-efficient means of mobility and transport promote development and wellbeing of the Helsinki region.

The strategy framework outlines packages of measures needed for transport system planning in order to achieve the HLJ 2011 vision and key goals. The framework comprises five strategic development levels. All the measures at each level are needed for the development program.

The strategy framework has been formed on the basis of the development strategy included in the previous transport system plan PLJ 2007 and other Finnish and international models. The aim has been to create a framework that best serves the preparation of the Helsinki region transport system plan.
