<h3 class="hidden">Penalty fare to remain at EUR 80
</h3><p>The Ministry of Transport and Communications has decided that<br />
the penalty fare charged to passengers caught traveling without a<br />
valid ticket will remain at EUR 80. </p>
<p>At the end of 2012, HSL proposed that the fare be raised to EUR<br />
100.</p>
