HSL to review the financial requirements of the tendering of commuter train services

HSL has commenced the tendering of commuter train services in the region. On Tuesday 19 June, the Executive Board of HSL decided to review the financial requirements for train operators participating in the tender.

The tendering process is a two-phase competitive dialogue. In the first phase, HSL selects the operators to participate in the tender.

The final date for the submission of requests for participation was 23 May. When processing the applications, HSL noticed that the financial requirements for the operators had been too high in proportion to the size of the contract and risks. Too high requirements would jeopardize fair and adequate competition. In order to review the requirements, HSL must relaunch the procurement process in accordance with procurement legislation.

However, this will not affect the tendering schedule. The aim is to select the operators to participate in the tender in August. The competititiave dialogue will begin in the autumn and the contract will be awarded in spring 2020. The tendered services are scheduled to begin at the end of June 2021.
