Responsibility at HSL

Responsibility is an integral part of our strategy.  When preparing our strategy for 2026–2029, we set new priorities for our responsibility in line with our four strategic objectives. Responsibility is now more closely integrated into our day-to-day operations and is measured as part of monitoring the implementation of our strategy.

Our responsibility work builds on the Responsibility Program launched in 2023. The themes of our current responsibility work are also linked to eight UN Sustainable Development Goals or targets.

The priorities of our responsibility work are described below.

Easy mobility for people

Customer-centricity. Our services are physically and digitally accessible. We take into account the diversity of our customers and the needs of customers in vulnerable situations.

Safety. We work to ensure passenger safety and a safe working environment. Protecting our customers' privacy is a priority for us.

Sustainable travel chains for the future

Sustainable mobility. We aim to increase the market share of public transport and other sustainable modes of travel. We are committed to halving HSL's emissions by 2029 and will reduce emissions both from transport operations and across our procurement activities and value chain.

Responsible partnerships. We take ethical principles into account when selecting our partners, invest in security of supply and risk management, and promote the circular economy by extending the service life of our fleet.

Renewal through productivity

Sustainable economy. We use public funds in a planned, efficient and transparent manner while continuously improving our productivity and ways of working. We assess the productivity of our development efforts by measuring the input-output ratio of our development activities.

Responsible employer. We take responsibility for the wellbeing of our employees. We invest in leadership and foster equality and diversity.

Societal influence and impact

Transport system cooperation. We recognize our role as part of the sustainable mobility ecosystem and work together with local and regional actors. We foster Nordic and European cooperation and maintain open dialogue with our stakeholders.

Long-term influence. We engage in data-based advocacy beyond the strategy period and invest in foresight and impact assessment.

HSL’s climate goals

Our climate goals direct our long-term responsibility work. In 2026, we set a net zero target in line with the international Science Based Targets Initiative.

 

Net zero is a science-based target that means an organization's emissions reduction targets are aligned with the Intergovernmental Panel on Climate Change (IPCC) pathway for limiting global warming to 1.5°C. Achieving the net zero target requires both short-term and long-term climate targets.

 

HSL's short-term climate target is to reduce our emissions by 50% by 2029 compared with 2024 levels.

Our long-term target is to reduce our emissions by 90% by 2050 compared with 2024 levels.


We will reduce emissions both in our own operations and across our value chain, and we are committed to neutralizing the remaining emissions through permanent carbon removals.
