North Helsinki Route Network Plan

Welcome to the North Helsinki Route Network Plan page! The aim of the plan is to update the route network in response to changes in travel needs, land use and HSL’s strategic goals. Our goal is to achieve savings in the operating costs of bus services and allocate services more effectively to the routes and areas with the highest demand. The plan will be developed using extensive customer insight, travel data and information on the area’s future development.

2nd blog: Constraints for planning has begun

Planning constraints limit the available planning options and, consequently,  the opportunities residents have to influence the planning. We want to offer residents alternatives and ask open-ended questions about issues they can genuinely influence.

How can you participate and follow the progress of the planning process

We have now moved from reviewing baseline data and drawing conclusions to drafting the first version of the route network.

The draft is developed using extensive existing customer insight. To complement this information, we will conduct a survey of residents and public transport users in the planning area. We will keep you informed about opportunities to participate and have your say.

Schedule

We began planning in August 2026 by defining the goals and starting points for the review, examining background data, and reviewing existing customer insights. Background data includes population and job numbers in the area as well as the results of a travel habit survey conducted in 2024. The survey results show where residents currently travel and where they would like to travel using public transport. 

During the remainder of 2026, we will draft the first version of the route network. During the draft phase, we will also engage with residents and gather information to support the development of the draft route network. 

Our goal is to complete the route network plan in spring 2027.  The changes outlined in the plan are currently expected to be implemented in January 2028.
